About Us

Booroongen Djugun Limited (BDL) is an Aboriginal Community-Controlled Organisation. BDL was founded in consultation with traditional Elders and designed to reflect the emotional, spiritual and physical needs connected with the traditions and customs of Aboriginal & Torres Strait Islander people. BDL continues to operate in alignment with these core foundations to this day, providing cultural safe services and employment for all Aboriginal & Torres Strait Islander Residents, Staff, Clients and Community. 

 All BDL Staff are to have sound knowledge and understanding of applying culturally safe practices during their employment at BDL, or the capability to seek assistance and guidance on how to apply culturally safe practices.

About the Role

The Community Care & Service Delivery Manager is responsible for managing the day-to-day operations of the Community Care & Service Delivery (CCSD) Team, to deliver high quality services across the NDIS and Aged Care Programs. This position will lead and manage culturally safe, person-centred service delivery, ensuring alignment with the NDIS Quality & Safeguards Commission’s (NDISQSC) Practice Standards, Aged Care Quality & Safety Commission’s (ACQSC) Safey Standards, community values, funding requirements, and sector reforms while supporting the empowerment of Aboriginal & Torres Strait Islander people through high-quality, holistic care.

You will be a dynamic and results-driven leader with a proven ability to inspire performance and drive continuous improvement. In this position, you’ll oversee operations to ensure both the business and its people consistently deliver excellence.

  • Proven leadership experience in operations management, ideally within disability, health, or community sectors

  • Strong knowledge of NDIS, SCHADS, Fair Work, and compliance frameworks

  • Strategic thinking with hands-on operational execution

  • Collaborative leadership style fostering accountability, empathy, and growth

  • Track record of managing budgets, systems, and regulatory standards

  • Excellent communication and stakeholder engagement skills

Key Responsibilities and Duties

Service Delivery

  • Oversee daily operations of the Community Care and Service Delivery Team, ensuring effective delivery of services NDIS and Aged Care programs in a culturally safe environment including client intake, staff rostering, compliance, incident management and employee relations, in a culturally safe environment.

  • Ensure the delivery of all support services are in line with BDL’s Participants needs and goals.

  • Build and maintain strong relationships with internal & external stakeholders, BDL’s NDIS and Aged Care Participants, families and caregivers, addressing concerns and enquiries within required timeframes.

  • Collaborate with the Leadership Team [TRC1] [KO2] to deliver consistent, safe, and high quality support services, system improvements and growth of the CCSD Team.

​Governance

​

  • Responsible for ensuring all CCSD policies and required documentation are provided in alignment with the NDISQC and ACQSC standards and legislation, including monitoring changes and implementing any updates into relevant BDL policies and documentation accordingly.

  • Work in collaboration with the Quality & Compliance Officer to address NDIS & ACQSC audit actions, required governance and compliance reviews to ensure BDL meets its accreditation requirements.

  • Implementation of the Aged Care Plan in alignment ACQSC to ensure BDL provides appropriate care and services to meet BDL’s Participants individual needs Leadership and Management.

  • Understand and develop knowledge of the National Agreement and Priority Reforms on Closing the Gap, building relationships with other ACCOs, external stakeholders and government organisations[MH3]  to address priority reforms to develop policies, programs and services to improve on services for Aboriginal & Torres Strait Islander people and communities.

​​ Leadership & Management

​

  • Lead and manage the CCSD Team, demonstrating positive work behaviours and using strong interpersonal skills in an engaging manner to motivate and influence others.

  • Work collaboratively across the organisation and an integral part of the Leadership Team[MH4] , sharing knowledge and experiences.

  • Contribute to workforce development through recruiting, training, performance management and staff initiatives.

  • Ensure that key responsibilities are carried out in an efficient and conscientious manner within set timeframes, deadlines and budget constraints.

  • Monitor and ensure adherence to the SCHADS and Fair Work standards.

  •  Support the continuous development of team members by maintaining performance and development plans to achieve optimum productivity.

  • Cultural Knowledge & Understanding

  • Strong understanding of Aboriginal & Torres Strait Islander cultural protocols and commitment to working within a culturally safe framework. 

  • Understand the importance of cultural safe language and cultural sensitivities when dealing with Aboriginal & Torres Strait Islander Staff, Residents, Participants, Students and Visitors.

  • Non-Aboriginal staff are to actively engage in formal and informal Cultural safety competency and consultation to ensure appropriate delivery of Cultural safe care and services in alignment with BDL being an ACCO (Aboriginal Community Controlled Organisation).

Selection Criteria to be addressed in your application;

​

To be considered for this position, applicants must meet all areas of the selection criteria, providing a covering letter addressing each of the below:

1.     Strong understanding of Aboriginal & Torres Strait Islander community, and a sound understanding of the issues affecting Aboriginal & Torres Strait Islander people, families and communities. 

2.     Demonstrate experience at a management level, dedicated to delivering excellence in culturally safe person-centred care across the current and future needs of Aboriginal & Torres Strait Islander with a commitment to Closing the Gap (CtG).

3.     Tertiary qualifications in Allied Health, Human Services (Aged Care and Disability Sectors), Compliance or a relevant discipline, or demonstrated experience in conjunction with tertiary qualifications. 

4.     Demonstration of strong, motivating leadership skills, with experience of change management, overseeing cross functional teams, coordinating resources to ensure delivery within a set timeframe and budget.

5.     Sound understanding of compliance and regulatory requirements aligned with Age Care Quality Standards, NDIS Practice Standards and ASQA Standards and experience ensuring organisational compliance with relevant legislation, standards and frameworks.

6.     Exhibit accountability, professional integrity and strong communication skills to manage internal and external stakeholder relationships effectively and positively influence outcomes through those relationships.
